HND Holders Must Undergo One-Year Mandatory Training - FG

Dr. Folasade Yemi-Esan, the Head of the Civil Service of the Federation, announced that workers with Higher National Diplomas (HND) must complete a one-year mandatory training before they can be converted from the Executive to Officers cadre. This announcement was made during a virtual session with civil servants, celebrating the 2024 Civil Service Week.


This training aims to address the differences between polytechnic HNDs and university degrees. Despite attempts to eliminate this discrepancy with a bill in 2021, it was not signed into law. As a result, the National Board for Technical Education introduced a one-year top-up program for HND holders to attain bachelor’s degree equivalence.


During the session, Yemi-Esan explained that because the curricula for HND and B.Sc. degrees are not the same, HND graduates need this training to bridge the gap. The discussion also highlighted the ongoing efforts to make education more accessible, inclusive, and relevant to current demands.


She also discussed the implementation of a Performance Management System (PMS) in the Civil Service to improve efficiency. This system includes performance contracts and the tracking of Key Performance Indicators (KPIs) for all civil servants. The digitalization of work processes is another key part of this transformation, with all personal and policy files now fully digitalized and official communications being processed electronically.
